The Special Allocation Scheme (SAS) is commissioned to ensure the continued provision of primary medical services for patients who have been removed from mainstream general practice due to incidents involving violence, or threats of violence, where police involvement has occurred.

From Monday, 7th September 2026, the service will transfer from Locala to Bevan Healthcare. The new service will be known as West Yorkshire Special Allocation Scheme (SAS), covering both the Calderdale and Kirklees Places, alongside the existing SAS provision for Bradford, Leeds and Wakefield.
